April 17th 2010 - Read this article in the Borneo Bulletin.
This was for studying in 2011 and the deadline was May 30th 2010.
I then filled out this application form and sent it to the US Embassy by mail.

Step One: Applying
Start reading the newspapers such as Borneo Bulletin or Brunei Times to find out when the scholarship is open and when the deadlines are a year in advance of when you want to study e.g. If you are planning to study 2011 then start applying in 2010. Alternatively, you can check out the Fulbright page on the embassy website. Reading the newspapers is highly informative and IMO has given me the most opportunities in life.
